I don't get it. If you lock your bike to the sign, the sign can simply be unbolted. If you lock your bike to the pole, then what's the point of the sign? also, even without a strike-through, it looks like a "No-Bikes" sign.
Ah, let me explain. The simple metal circle is one of the best places to lock your bike to (it also allows two bikes to be locked). Signposts are not generally not secure (they can be ripped from the ground, or the sign removed and the bike lifted up and over. So here they've reinforced the sign post with solid metal and attached a nice little little secure thing to lock your bike to (they don't use standard bolts in these designs). The bike image simply means: Yes! Lock your nice bike here!
